This Keto Shepherd’s Pie is one of my family’s favorite casseroles.

This recipe is meat with vegetables in a rich gravy, topped with cheesy mashed cauliflower and baked to perfection. If you need to have a dairy-free meal simply omit the shredded cheddar cheese, replace the heavy whipping cream with almond or coconut milk and switch the butter out for ghee.

Before we get to the recipe I want to clarify the name of the recipe. Cottage Pie uses ground beef, while Shepherd’s Pie uses ground lamb. You can use this recipe with either of these meats and it will be one of the most delicious casseroles you will ever taste!

How to make Keto Shepherd’s Pie

Start by preheating your oven to 400 degrees F.

Then heat olive oil in a large pan over medium-high heat. Add meat and cook until no longer pink, breaking it up with a wooden spoon and stirring frequently, about 5 minutes. It is best to use a lean meat for this recipe so you do not have an overabundance of grease as you will not be draining he grease out of the pan.

Next, add onions, celery, carrots, green beans, garlic, and seasonings to the pan. Cook until the vegetables soften (about 5 minutes), stirring occasionally.

Add beef broth, Worcestershire sauce and tomato paste to the pan. Stir until the paste dissolves. Then, reduce heat slightly and let it continue to simmer until the sauce thickens, about 15 minutes, before turning off the heat.

Making the Mashed Cauliflower

While the meat and vegetables are simmering you will make your mashed cauliflower layer.

To steam the cauliflower, place cauliflower florets in a large microwave-safe bowl. Microwave until the cauliflower is very tender, about 10 minutes. Then transfer the cauliflower into your food processor or blender. Next, add cream cheese, butter, garlic, salt, pepper and 1/2 of the cheddar cheese.

Puree until it has a smooth consistency resembling mashed potatoes. You may need to scrape down the sides of the blender/bowl as necessary (I had to do this a few times).

Putting it All Together

Transfer meat and veggie mixture to a 2-quart baking dish, spreading it into an even layer. Then evenly spread the mashed cauliflower over the meat. Sprinkle remaining 1/2 cup of shredded cheddar over it.

Finally, bake for 30 minutes, or until the peaks of the mashed cauliflower are browned.

Ingredients

Filling

  • 1.5 lbs ground beef or lamb
  • 1 tbsp extra virgin olive oil
  • 1/2 cup onion, minced
  • 4 stalks celery, diced
  • 1/2 cup carrots, diced
  • 1/2 cup green beans
  • 2 cloves garlic, minced (or 3 tsp mined garlic from jar)
  • 1 tsp rosemary
  • 1 tsp thyme
  • 1 tsp fine sea salt
  • 1 tsp ground black pepper
  • 1 cup beef broth
  • 3 Tbsp tomato paste
  • 2 Tbsp Worcestershire sauce

Mashed Cauliflower

  • 1 large cauliflower head, cut into small florets, steamed
  • 1 cup shredded cheddar cheese, divided
  • 2 oz cream cheese, softened
  • 2 Tbsp heavy whipping cream
  • 2 Tbsp butter, softened
  • 2 cloves garlic, minced (or 3 tsp mined garlic from jar)
  • 1/2 tsp fine sea salt
  • 1/2 tsp black pepper
